  • Metaverse Seoul selected as one of the best inventions of 2022 by TIME magazine

    The Seoul Metropolitan Government’s (SMG) Metaverse Seoul was selected by TIME magazine as one of the 200 best inventions of 2022. TIME magazine selects and introduces innovative inventions every year, and Metaverse Seoul was the only metaverse technology selected in the public sector, standing on a par with innovative inventions of world-class companies. This year, a total of four inventions were selected by TIME magazine in the metaverse category: “Metaverse Seoul,” the virtual public administration platform of the SMG; “Microsoft Mesh for Teams,” the virtual business communication platform of Microsoft; “Skinetic,” a haptic vest by Actronika that allows users to experience tactile feedback, and “Connected Spaces” by Magnopus, an immersive, cross-device platform that unifies real and virtual worlds. Metaverse Seoul is not only the first virtual public administration platform implemented by a local government in Korea, but in the entire world. The city started the first phase of Metaverse Seoul this year following the establishment of the comprehensive plan for Metaverse Seoul in October last year. As the world’s first municipal metaverse for public administration, Metaverse Seoul has received great international attention even before its official launch. Slated to open later this year, the platform is expected to gain greater attention when officially released. In the first half the year, the city rolled out the beta release of its virtual Seoul City Hall, and then opened Metaverse Seoul as part of this year’s first service phase through a closed beta test in August. The city is now focusing on completing the platform with the goal of open service by the end of November. Following this first phase rollout, Seoul will continue with phases 2 and 3 to gradually upgrade the platform while further enhancing its global status as a leading smart city.

    The Seoul Metropolitan Government (SMG) announced that its “New Gwanghwamun Square” lighting project won third place at the 2022 LUCI Cities & Lighting Awards held during the LUCI Annual General Meeting on Fri, Oct. 21. This achievement is an international recognition of the harmony and elegance of the newly reorganized Gwanghwamun Square as an open public space that serves as the center of Korean history and culture. The LUCI Cities & Lighting Awards is awarded by Lighting Urban Community International (LUCI) to municipalities for urban lighting projects that reflect the multi-disciplinary nature of urban lighting and show a positive impact on economic, social, and cultural development. This year’s award is Seoul’s fourth recognition following the Gyeongui Line Forest Park walkway lighting design project in 2016, the Yeouido Hangang Park project in 2013, and the Cheonggyecheon Stream restoration project in 2008. This year’s award-winning Gwanghwamun Square lighting project has been recognized for harmonizing the diverse aspects of visitors’ interest from history and culture to transportation, leisure, and civic activities at an open public space that embodies Seoul’s 600-year history and modernity. The Gwanghwamun Square lighting project features themes of Korean aesthetics that incorporates emptiness through harmony—sectioning off lights further emphasized the beauty of symbols such as Gwanghwamun Gate and the statue of King Sejong, and utilizing the walls of nearby buildings to display media facade as well as the walls of Haechi Lounge to project media art also allowed visitors to enjoy the arts and culture. Gwanghwamun Square was also highly praised for serving as a place of leisure, providing visitors with a wide array of opportunities to experience the arts and culture as well as rest while enjoying the night view. On the occasion of the 2022 LUCI Annual General Meeting, Seoul was re-elected as vice president for Asia for two years from November 2022 to October 2024. Taking up such a role, the city plans to push for active communication, cooperation and exchanges with Asian cities, leading international urban landscape policies through the development of urban lighting policies and technologies.
  • Seoul’s comprehensive measures for winter 2022

    The Seoul Metropolitan Government (SMG) announced its comprehensive measures for this winter spanning four months from Nov. 15, 2022 to Mar. 15, 2023 so that citizens can enjoy a safe and cozy winter. The main focus of the city’s comprehensive measures for winter 2022 include 17 tasks in five major areas: cold wave; snow removal; safety; health and environment; and livelihood. First, the city will provide greater support to the disadvantaged as part of its inclusive social welfare policy, focusing on providing warmth to withstand the cold wave during winter—80,600 thermal clothes will be provided to the homeless (up 58.6% YOY), and 41,185 daily essentials will be provided to jjokbang residents. The city will also work with private companies to provide KRW 1 billion in heating costs to small SOC facilities such as childcare centers. Moreover, city officials will contact senior citizens in need of care assistance by phone and make visits every other to check their safety during cold waves. Second, the city’s comprehensive measures for this winter also include operating the Disaster and Safety Countermeasure Headquarters around the clock to be prepared for snowstorms as well as to minimize public inconvenience. Special facility management will be conducted to ensure additional safety such as by installing automatic saltwater sprinklers and dedicated snow removal equipment with dedicated manpower across 54 locations subject to priority management, such as hilly roads and snow-prone areas. The city has also set up emergency procedures, such as extending public transportation service hours, in the event of heavy snowfall. Third, the city will conduct a full-scale survey in 50 high-congestion areas, such as Hongdae and Gangnam Station, to establish thorough safety measures in advance for areas and events where large crowds are expected to gather during the year-end and New Year holidays through consultation with relevant organizations, including district offices, police departments, and fire stations. Fourth, the city will align its COVID-19 protocols according to the central government’s return to normalcy and encourage vaccination instead of placing restrictions such as social distancing in order to prepare for the twindemic. COVID-19 vaccines will be available at public health centers and consigned medical institutions. Lastly, the city will secure its energy sources by establishing a winter energy supply plan to check on energy supply facilities, and implement energy saving measures by controlling the indoor temperature of public institutions to 17℃.

    The Seoul Metropolitan Government (SMG) announced on Nov. 11 that it has transformed the dilapidated waterside space by the artificial waterfall of the mid-Hongjecheon Stream in Seodaemun-gu which had been used as a parking lot and a warehouse into an attractive open-air waterside cafe for citizens to visit and relax over a cup of coffee akin to the European culture of waterside leisure. As part of the city’s waterside facility renovation project, this marks the first urban waterside attraction and the first-ever waterside terrace cafe in Seoul where local residents can visit and enjoy waterside leisure in their daily life all in the comfort of their neighborhood. The city is conducting its waterside facility renovation project across 75 streams and rivers citywide to provide citizens with outdoor space to enjoy a variety of leisure and social activities. This project aims to turn Seoul into a city with excellent waterside attractions for citizens’ welfare, and the initiative kickstarted last April aiming at four areas in the middle and upper reaches of the Jeongneungcheon, Dorimcheon and Hongjecheon Streams. The waterside terrace cafe by the Hongjecheon Stream, measuring 2,362-square-meters and installed in front of the artificial waterfall, was created after demolishing the dilapidated parking lot and warehouse. Here, visitors can also access the 291-square-meter music cafe and the 68-square-meter book cafe. Moreover, there are also rest areas on the deck stairs and yard by the cafe for visitors to enjoy the scenic site of the Hongjecheon Stream with a beverage, listening to music and ensconced in nature. Through this initiative, the city is looking to transform local waterside destinations into urban waterside attractions that can serve as linear green space for all citizens—pedestrians and cyclists alike. This is expected to create a positive impact of revitalizing the local economy of the Hongjecheon Stream area. Seoul aims to propel its waterside facility renovation project to connect citizens and cultures by starting with the city’s first cafe terrace by the Hongjecheon Stream, and promoting the remaining areas of the Dorimcheon Stream, the Jeongneungcheon Stream, and the upper Hongjecheon Stream by next year. The city will implement the project at 10 additional locations through an open call for applications from districts so that more citizens can enjoy a variety of leisure and social activities at waterside spaces in their neighborhoods.

The main mission of the Metropolis International Training Institute (MITI) is to strengthen the institutional and professional capacities of local and metropolitan authorities and their leaders for better public governance.

The Metropolis International Training Institute (MITI) is the training and learning center of Metropolis, established in 1996.Today, MITI counts on headquarters located in Seoul, and four regional centers: Cairo, Mashhad, Mexico City and Paris (Île-de-France). Formerly located in Montreal, the headquarters have been transferred to Seoul after a decision taken at the Metropolis Board of Directors’ meeting in Guangzhou, in 2012.

With its relaunch in Seoul, MITI enters a new era of knowledge dissemination, with the boosted activation of its regional centers. MITI will spare no efforts to operate training programs in line with other Metropolis activities, for all members of the Association, and also for its institutional partners and affiliated cities.
