Clean Construction System is composed of ‘One Project Management Information System (One-PMIS)’ for managing construction processes, ‘e-Baro Payment System’ that distinguishes and pays subcontract costs, and ‘Construction Allimi (Information System)’ that discloses the construction status to citizens.
청렴건설행정시스템은 건설공사 공정관리를 위한 ‘건설정보관리시스템(One-PMIS)’, 원 하도급 대금을 구분 지급하는 ‘대금 e바로’, 공사현황을 시민에게 공개하는 웹사이트인 ‘건설알림이’, 로 구성되어 있습니다.
Seoul Metropolitan Government shares ‘One-PMIS’ and ‘Allimi’ among the Clean Construction System with many countries. We will talk about the ensuing common interests of these systems.
그리고 서울시는 청렴건설행정시스템 중 ‘One-PMIS’와 ‘건설알림이’를 여러 국가들과 공유하고 있으며,  그 결과로 주로 제시된 주요 공통관심 사항에 대하여 지금부터 이해를 돕고자 합니다.
 

Establishment of System
시스템 구축

Let’s look into the background of developing the One-PMIS. One-PMIS was developed in 2011 by integrating PMIS that handles works related to subway construction C-PMIS that handles works related to road and bridge construction, and T-PMIS that manages construction projects for borough offices and affiliated organizations.
One-PMIS 시스템의 개발 배경을 살펴보겠습니다. One-PMIS 시스템은 지하철건설 공사 중심의 업무처리를 하는 PMIS와 도로, 교량 건설 공사 중심의 업무를 처리하는 C-PMIS, 구청, 산하기관용의 건설사업을 관리하는 T-PMIS 시스템을 2011년에 통합하여 하나로 개발하였습니다. 
It took about 1 year to develop and establish the structure of an early Clean Construction System and it took over 5 years to come up with the current system by improving and complementing the system each year.
초기 청렴건설행정시스템 구조를 개발하고 구축하는데 약 1년이 소요 되었으며, 해마다 시스템의 개선과 보완을 거듭하여 현재의 형태로 개발하는 데는 5년 이상이 소요되었습니다.
However, the development period is subject to the scope of the country’s existing information disclosure system and the number of functions that are similar to the Clean Construction System. Therefore, it is recommended to extensively discuss with the key stakeholders to check which elements of the Clean Construction System should be added to the existing system.
하지만 개발 기간은 해당 국가의 기존 정보 공개 시스템의 범위와 시스템에 도입하고 싶은 청렴건설행정시스템과 유사한 기능의 수에 따라 달라집니다. 따라서 기존의 시스템에 어떤 청렴건설행정시스템 요소를 추가해야 하는지 확인하기 위해 주요 이해 당사자들과 광범위하게 논의할 것을 권장합니다.
Here is the current annual budget investment size related to operation of One-PMIS and Allimi.
또한 One-PMIS와 Allimi의 운영과 관련해서 현재 연간 투자 규모와 예산은 다음과 같습니다. 
 

Operation of System
시스템 운영

Approximately KRW 200-300 million of maintenance costs each year are spent for maintenance after the system is established.
시스템 구축이 끝난 후 유지 보수를 위해 연간 평균 2~3억 정도의 유지관리 비용을 부담하는데요.
Then, who is burdened by the costs of system operation and support?
그렇다면 시스템 운영 및 지원 비용은 누가 지불할까요?
Seoul Metropolitan Infrastructure Headquarters is one of the organizations of Seoul Metropolitan Government and its next budget is compiled in September of each year. The budget for One-PMIS is fully composed of Seoul’s budget. In other words, every budget has the set scope by Office and Bureau of Seoul Metropolitan Government and it is compiled within that budget.
도시기반시설본부는 서울시 조직의 하나로 1년에 9월쯤 다음해 예산이 편성되며, One-PMIS 예산은 전액 서울시의 예산으로 편성되어 있습니다. 즉 모든 예산은 서울시 각 실국본부 별로 정해진 규모가 있고, 그 규모 내에서 편성하도록 되어 있습니다.
Accordingly, the contractor does not pay any cost of use, and all expenses for using the system at the construction site such as electricity and internet are included in the contract with Seoul.
그로 인해 계약자는 사용 비용을 전혀 지불하지 않으며, 공사현장에서 시스템을 사용할 때 현장의 전기, 인터넷 등 일체의 비용은 서울시와 계약 시 포함되어 집행됩니다.
Let’s look into the reports used in One-PMIS. As you can see, there are 6 forms of reports.
다음으로 One-PMIS에서 사용되는 보고서를 살펴볼까요? 보고서 서식은 화면과 같이 총 6가지입니다.
The government sets a number of standard report forms related to construction that can be applied to general construction sites but there is no compulsion for using these forms. Therefore, the forms are modified and applied according to status of the construction site and circumstances of the client. Forms to be applied to each construction site can be discussed and determined with the client in advance.
정부는 일반적인 공사현장에 적용할 수 있는 공사와 관련된 수많은 표준적인 보고서 서식을 정하고 있으나, 대부분 서식에 대한 강제성은 없습니다. 그로 인해 현장에서는 해당 현장의 특수한 실정과 발주기관의 형편에 따라 변형하여 적용하고 있습니다. 즉 각 현장에 적용할 서식은 사전에 발주청과 협의ㆍ결정한 후 사용할 수 있습니다.
There are not national standard forms for ➀ through ➃ of and ➅ of among the 6 report forms used in One-PMIS. SMG determines and manages them by generalizing the forms applied to construction sites and adjusting to the status of construction site and the nature of computerization.
One-PMIS에서 적용하고 있는 상기 6가지 서식 중 의 ➀에서 ➃ 와 의 ➅은 국가 표준서식이 없습니다. 일반적으로 현장에서 적용하고 있는 서식을 일반화하고, 서울시 공사현장 실정과 전산화 특성에 맞춰 서울시가 정하여 운용하고 있는 것이죠.
There is a national standard form for ➄ of and there is compulsion to comply with this form. But due to the complicated writing procedure, the fulfillment rate is low.
그리고 의 ➄는 국가 표준서식이 있고, 서식준수 및 작성에 대한 강제성도 있습니다. 하지만 작성기준이 너무 복잡하여 실제 작성 이행율이 낮습니다.
Accordingly, Seoul creates forms and documentation guidelines independently for One-PMIS to increase the fulfillment rate.
그로 인해 서울시는 이것에 착안하여 One-PMIS에서 독자적으로 서식과 작성기준을 만들어 작성 이행율을 높이고 있는데요.
This means preparation by the government policies and preparation by One-PMIS are separately carried out.
이는 정부 방침에 따른 작성과 One-PMIS 작성을 별도로 이행하고 있는 것입니다.
Update of One-PMIS is completed when the person in charge of official client businesses inputs data, approval for construction supervision is completed, and the construction management official confirms it. Easy input is facilitated by distributing a manual.
One-PMIS의 업데이트는 시공사 공무 담당이 자료를 입력하면 감리 승인이 되고, 승인이 된 후 공사 관리관이 확인하면 업데이트는 완료됩니다. 그리고 이는 매뉴얼을 배포하여 쉽게 입력이 가능하도록 하였습니다.
Did Seoul Metropolitan Government establish a GIS coordinate system separately for map searching? SMG uses Daum Map for free and Google Map is used by foreign countries. However, detailed map searching for Google Map is unavailable and therefore a map searching portal must be established for each country.
그럼 서울시는 지도검색을 위해 GIS 좌표에 대한 시스템을 별도로 구축 했을까요? 서울시는 한국의 다음 지도를 무료로 사용하며, 외국은 구글맵을 사용할 수 있을 것입니다. 다만, 구글맵의 경우 상세한 지도 검색은 되지 않으므로, 각 국가별 지도검색 포털 구축이 필요할 수 있습니다.
The Clean Construction System was developed over many years at a great cost and it is not open source. Because to make it open source, it requires a political decision and additional work for standardizing the source for everyone who wishes to use it.
청렴건설행정시스템은 다년간에 걸쳐 큰 돈을 들여 개발한 시스템으로 오픈 소스가 아닙니다. 왜냐하면 오픈 소스로 하는 것은 정책적인 결정이 필요하며, 또 도입을 원하는 누구나 소스를 이용 가능하도록 소스를 표준화하는 작업 또한 추가로 필요하기 때문입니다.
We often get questions about a relationship between KONEPS and CCS. Through a linkage with KONEPS which is the government's procurement system, contract information of KONEPS is received via CCS and used. A construction management official can carry out construction management after linking its project through the system.
자주 묻는 질문으로 한국조달시스템인 코넵스와 CCS(청렴건설행정시스템)의 관계에 대해 질문을 많이 합니다. 실제로 정부의 조달계약시스템인 KONEPS와 연계를 통하여 KONEPS의 계약정보를 CCS로 전송 받은 후 활용하고 있습니다. 그리고 공사관리관은 시스템 상으로 본인 사업에 대하여 사업연결처리를 한 후 본격적으로 공사관리를 할 수 있습니다.
Seoul Metropolitan Infrastructure Headquarters designated the General Construction Division composed of Seoul public officials to manage and supervise the Clean Construction System including One-PMIS and Allimi. For instance, SMG assigns specific public officials as managers of each project for all public infrastructure constructions.
서울특별시 도시기반시설본부는 One-PMIS와 알림이를 포함하여 청렴건설행정시스템을 관리하고 감독하기 위해 서울시 공무원으로 구성된 건설총괄부를 지정했습니다. 예를 들어, 모든 공공 기반시설 사업에 대해 서울시는 특정 공무원을 각 사업의 담당자로 할당하는 것입니다.
The public officials must visit construction sites on a regular basis and take overall responsibility on project implementation, safety and problem solving. Through this, SMG arranged a systematized feedback loop for a responsible public official to bring opinions and requests from the construction site via One-PMIS to directly apply them for policy an organization handling. This system also improve ownership and management accountability within Seoul.
이 공무원들은 반드시 공사 현장을 정기적으로 방문해야 하며 사업 시행, 안전 및 문제 해결에 대한 전반적인 책임을 져야 하는데요. 이를 통해 서울시는 제도화된 피드백 루프를 구성하여 담당 공무원이 One-PMIS에서 건축 현장의 의견과 요청을 다시 가져와 정책 및 기관 대응에 직접 반영할 수 있도록 하였습니다. 그리고 이 시스템을 통해 서울시 내의 소유권과 관리 책무성이 개선되었습니다.

To increase efficiency, SMG outsourced connection of components and system maintenance of other Clean Construction Systems such as development of One-PMIS platform, One-PMIS and Allimi. Accordingly, SMG signs a contract with a private business through public bid each year and the private business dispatches 1-2 persons to closely cooperate with General Affairs Office of the Seoul Metropolitan Infrastructure Headquarters.

On Data Management
데이터 관리

The integrated computer center called ‘Data Center’ manages all of Seoul’s data and security. Hardware is managed at the ‘Data Center’ and software is managed by the Construction Information Management Division, General Affairs Office, Seoul Metropolitan Infrastructure Headquarters. An external company is stationed for system maintenance.
서울시의 데이터는 ‘데이터센터’라는 통합전산센터에서 모든 자료 관리와 보안 관리를 하는데요. 하드웨어는 ‘데이터센터’에서 관리하고, 소프트웨어는 도시기반시설본부 내 총무부의 건설총괄과에서 관리하며, 시스템 유지보수를 위해 외부 기업이 상주하고 있습니다.
Information input within the system is carried out by the constructor at the construction site, and is approved and managed by public officials who manage and supervise each construction. Because it is linked with many external systems, a large volume of data is automatically sent to One-PMIS. Assistant Mayor for Seoul Metropolitan Infrastructure Headquarters is responsible for overall administration, and issues of individual construction are delegated to the head of each construction division.
그리고 시스템 내 정보 입력은 공사현장에서 시공사가 하며, 각각의 공사를 관리 감독하는 공무원이 승인 및 관리합니다. 또한 외부 여러 시스템과 연계되어 있어 많은 자료들이 One-PMIS에 자동으로 전송됩니다. 행정에 있어서 총 책임은 도시기반시설본부장이 지고 있으며, 개별 공사별 사안에 대하여 각 공사 부서의 부장들에 위임되어 있습니다.
 
We’ve looked into the background of establishing the Clean Construction system and its operation and data management. What I would like to point out again is that is difficult to adopt Seoul’s experiences of establishing and operating the system at once.
