Background Information and Product Introduction

+ The right-to-know of people has emerged as a key challenge for the government to communicate transparently and release information. From there, on the basis of the fact that about 80% of public information is location related, geospatial information has been reworked to promote Seoul Map-Tagging. In order to achieve this, the Geospatial Platform and Smart Seoul Map service infrastructure has been built
+ Use of Seoul’s Geospatial Information Platform to provide the ability to convert text information to spatial information will increase citizen understanding of administration. The Geospatial Information Standard Development Platform has been made to allow the construction of a location-based service to be used by wireless internet and mobile terminals.
+ Seoul Geospatial Platform provides a standardized location based development environment for representatives of each department to build a common spatial information accessible via smartphone.
+ If CMS (Content Management System) staff manage the CMS content through integrated management, all associated services will be reflected, thus allowing public information to be used for Map-Tagging.

 

Composition

• Geospatial Platform provides spatial information sharing functions to make Map-Tagging easy for users.

+ Application Server : Map-Tagging content data interlocking, multilingual map service Open API provision (wireless web, iOS, Android), smart app service server, themed information, content details
+ CMS - Map-Tagging administration : spatial information content management, smart app service theme management, Open API management, statistics management


• Smart Seoul Map
The provision of map tagged spatial information, immediate service app, geospatial platform and realtime linked service, can be carried out without any cost to the department. If public information held by departments or agencies is used for Map-Tagging, the service can be provided directly to the app. Through Smart Seoul Maps, citizens can easily create their own maps, which can be immediately shared through SNS.

• Multilingual Map
Korean, English, Chinese (simplified, traditional) and Japanese annotation, maps, and POI data sets. The construction of Open API can provide general and aerial photo maps in five languages

• A data model design that can be applied to a variety of unpredictable public information.

+ Diversity - Divided by identifiable characteristics of common attributes in the various content properties of spatial information.
+ Attributes - Even if new information is added, staff can work directly with no additional development costs
+ Versatility - Separate tools are not used for the creation of data
+ Usability - Information service must be easy to use
 

• Seoul Map-Tagging strategy that enables even non experts to convert public information to spatial information
The function for anyone to enter Map-Tagging data in excel format. Conversion of coordinates from lot number address, and road name address is available. When address is not correct or the area is too large, by just clicking on the map screen, coordinates can be registered. Creation of points, lines and areas is possible.
 
• Civil Map Application
Naver(the largest portal site of Korea)’s high quality maps, through Open API, is utilized in Smart Seoul Maps. This map service reduces budget extensively. At present, Seoul website, Smart Seoul Map, female employment, women’s amenities, and so on, are using Naver’s Open API.
 
• Various Application Examples
Map tagging contents registered by each department can be used in external web and app services. This is done to ensure the consistency of the material and can also reduce cost and time. Examples include Seoul website (web), mobile Seoul (mobile web), tourism convenience information service for the disabled, Seoul WiFi management system, and so on.
 

+ Everything fun at Han River - Large scale events conducted in the wide Han River park last year and this year are in the ‘Everything Fun at Han River’ project. Various event information can be checked through the maps.

+ Seoul Story - In order to be able to easily understand the various changes in the appearance of the Han River, a location-based audio service is provided through Map-Tagging talking about everywhere around the Han River.

+ Themed Map Service - Good promenade roads during the different seasons in Seoul, tourist attractions with wheelchair access, etc are services drawn on the maps. Street name location-based services are also provided to enable unfamiliar street names to be found.

 

Application Example and Operation Outcome

• High utilization numbers
A total of 41 types, 139,530 cases of administrative spatial information have been constructed and / or supplemented. This includes amenities, Everything Fun at Han River, women safe houses, street addressess, and so on. There has been more than 100,000 downloads of Smart Seoul Maps. The platform provides maps with 10 different languages and Open API with a monthly average of 200,000 cases during 3 months (Jun. ~ Aug. 2014)
