About Indonesia The Republic of Indonesia is the largest archipelago in the world comprising 13,466 large and small tropical islands. Straddling the equator, situated between the continents of Asia and Australia and between the Pacific and the Indian Oceans. Indonesia has a total population of 246.9 million people in 2012 from more than 200 ethnic groups. The national language is Bahasa Indonesia. 8. About Jakarta (1) Jakarta known as the Special Capital Region of Jakarta is the capital and largest city of Indonesia. Officially, Jakarta is not a city, but a province with special status as the capital of Indonesia. Located on the northwest coast of Java island, Jakarta is the country's economic, cultural and political centre. The area of the Jakarta is 664.01km2. Jakarta has a total population of 9,988,329 in December 2013. Jakarta's economy is mainly supported by the trade, services, property, creative industries, finance and manufacturing. 9. About Jakarta (2) The Special Capital Region of Jakarta headed by a governor. Jakarta is divided into five administrative cities / municipalities, each headed by a mayor and one administrative regency headed by a regent. The administrative municipalities of Jakarta are Central Jakarta, West Jakarta, South Jakarta, East Jakarta and North Jakarta. The administrative regency of Jakarta is Thousand Islands, is a collection of 105 small islands located on Java Sea. Jakarta has 44 sub districts and 267 urban villages. 10. About Jakarta (3) Institutional of Jakarta Local Government: 11 Bodies 10 Bureau 20 Agencies 180 Units of local government (SKPD). 567 Units of local government (UKPD). 6 General hospitals. 5 Municipalities with offices of administrative city. 1 Regency with offices of administrative regency. 44 Sub-districts with 44 offices of sub-districts and 44 public clinics of sub- district. 267 Urban-villages with 257 village offices and 234 public clinics of village . 4 Public kindergartens. 2397 Public primary schools. 285 Public junior high schools. 115 Public senior high schools. 11. Definition United Nation Development Programme (UNDP) : “ The application of information and communication technology (ICT) by government agencies”. World Bank Group (2001) : “E-Government refers to the use by government agencies of information technologies that have the ability to transform relations with citizens, businesses, and other arms of government. UNESCO: The’exercise of political, economic, and administrative authority’ via an ’electronic medium’. Indonesia Communications & Information Ministry : Efforts to develop a governance-based implementation (use) electronically in order to improve the quality of public services effectively and efficiently. 13. Phases Gartner's Four Phases of E-Government Model: Web presence: In this phase, agencies provide a web site to post basic information to public Interaction: In this phase, users are able to contact agencies through web sites (e.g., e-mail) or do self-service (e.g., download document). Transaction: In this phase, users (including customers and businesses) can complete entire transactions (e.g., license application and procurement) online. Transformation: In this phase, governments transform the current operational processes to provide more efficient, integrated, unified and personalized service. Interaction The concept of e-government is to create a friendly, convenient and transparent interaction between the three main groups: Relationship between government and citizens (G2C- government to citizens). Legal Basis The implementation of e-Government in Indonesia and Jakarta based on : Presidential Instruction No. 6/2001 about Telecommunications, Media and Informatics. Condition of e-Gov in Jakarta Indonesia and Jakarta condition based on e-Government ranking: Position Indonesia in World e-Gov. Development Ranking (UNPAN 2012) is 97th. Positon Jakarta in Indonesia e-Gov. Ranking (PeGi – Province Category 2012) is 3rd. Jakarta condition based on Gartner’s phase is at the Transaction phase. Some applications in Jakarta local government use online transaction (20%) but most still use web informations (50%) and interaction applications (30%).
