The Storm and Flood-Resistant Credit and Housing Scheme in Da Nang City.
The project “The Storm and Flood-Resistant Credit and Housing Scheme in Da Nang City” is one of the international cooperation among Danang City (Women’s Union - WU), the Institue for Social and Environmental Transition (ISET), and The Rockefeller Foundation (RF). ISET trained WU with storm-resistant housing techniques, financial plan while RF funded revolving capital. With the support of international organizations, WU encouraged low-income households in hazard-prone areas (target households) to borrow money from the fund with low interest and 5-year period payment in order to reconstruct, renovate, or construct their house with storm-resistant technique. The loan was limited, just from 15-30 millions/household (USD800-USD1,500).
The WU also called for grants from other sources for households. Then, the project team went to each house to evaluate the situation and made its own design using storm-resistant construction techniques with simple design based on the owner’s saving money, loan or grant. WU also encouraged households to build mezzanine floor in case of flood. Therefore, houses in the project had various type of designs and very economic-beneficial. As a result, from 2011 -2014, the activity helped 386 low income households with an approximate budget of USD 248,000. The urban poor living in 8 vulnerable wards in Da Nang City are now more resilient to the storms that are increasing in frequency and intensity due to climate change. The Women’s Union had skills and knowledge on climate change impacts and community-based risk management. This project will be expanded in the future because of its efficiency.
