Policy 1, Nepal: People’s Home Program (जनता आवास कार्यक्रम); Housing for marginalized poor families.
National Census 2011 reveals that 12% (3.1 million) of the total population is homeless. Government’s direct involvement in the housing sector of the country is minimal. Nepal is spending only 0.05 % of Gross Domestic Product in housing. Developed countries have carried out institutional reforms by clarifying the role of governmental, non-governmental, private sector and communities to make the housing sector successful. Furthermore, mobilization of financial resource effectively shall be key concern.
The article 33 of the Interim Constitution of Nepal, 2063(2007) guarantees the establishment of the right to housing to all citizens. It has been stated that it shall be the responsibility of the state to guarantee the provision of social and economic security including the land for those groups who are socially and economically backward. In order to fulfil this objective, the government of Nepal has implemented Janata Awas Karyakram- जनता आवास कार्यक्रम (People’s Housing Program) from the Year 2009 in three districts to provide housing by constructing low cost modern housing for marginalized poor families.
While the initial phase of the program covered just three districts, out of 75 districts in Nepal, due to its popularity it has now expanded to 27 districts. According to Department of Urban Development and Building Construction; 4,700 families have already settled in the government constructed such houses. Around 1,200 units are constructed every year. The program was success because it valued the local construction material and technology considering the vernacular architecture of the local community. Furthermore the cost effectiveness and participation of locally available manpower for the construction boosted its popularity.
