According to the national spirit of the document, in order to implement the most stringent water management policy, and vigorously promote water conservation, Beijing municipal government decided to implement the ladder water pricing to the city residents. 

Relevant matters are notified as follows: 1. water division and the price of water standards: according to the annual water consumption calculation, the annual household water consumption is divided into three levels, and the price steps increment. The first level of water consumption does not exceed 180 cubic meters, the price is 5 yuan (0.75 USD) per cubic meter; the second step of water between 181 - 260 cubic meters, the price of water is 7 yuan (1.05 USD) per cubic meter; the third step water for more than 260 cubic meters, water price is 9 yuan (1.35 USD) per cubic meter. 

The implementation range of the ladder pricing policy concludes all meter reading tap water user.
In principle, the residential units should pay according to the property, which is proven belongs to the corresponding residential households; if there isn't real proof, to the water supply enterprises for residential users to install the water meter for the unit. To ensure that families with larger population and lead to increased water use in the family, with sub meter conditions should be given sub meter; if the household dosen't have the sub meter conditions and a population of 6 (inclusive) or more, each household increase 30 cubic meters for each additional person, the water enterprises according to the user's residence booklet or neighborhood (Village) charge water fee. The Local Commission provides an actual living proof, and direct determination of the water and water pricing ladder.
