Background Information and Product Introduction

+ In order to address information bottlenecks and security vulnerabilities while using leased network cables and equipment of the existing administrative information network in Seoul, the IT Superhighway, e-Seoul, was built.
+ Since 2009, in preparation for the arrival of a large future ubiquitous society, the e-Seoul Net enhancement project was launched to provide high quality government information and communication services.
+ While making the most of Seoul City’s subway tunnels, in order to connect the 25 districts, headquarters and 36 places of major administration organizations, distribution of electronic approval, personnel affairs, traffic, tax, various government information and administrative phone calls, internet, etc can be achieved through the IT Superhighway constructed exclusively for Seoul.
 

Composition

• e-Seoul Net
Ultra high speed broadband network for the delivery of large multimedia administrative information, consisted of optical fiber cable installed in the 180km subway line(including some ground segments), 36 Metro Ethernets, and 36 synchronous equipments(SDH). Operating facilities can be divided into communication duct facilities, transmission facilities, power facilities, and miscellaneous facilities.

192km of optical fiber cable in subway sectors, 91 transmission equipments, 4 security equipments, and 3 sets of NMS equipments compose the ubiquitous based next generation networks. This system consists of 3 networks : U-service network that integrates website traffic of the 32 affiliated organizations, u-wireless network for free internet service for citizens and Seoul Wifi, and CCTV network for distributing CCTV image data.
 
• e-SNOC
An effective integrated network managing center which manages 36 scattered and various institutions of transmission facilities. The operation status of operation information, such as Metro ethernet, SDH equipments, and power equipments, is monitored 24 hours in realtime, and possible malfunction is predicted by building e-Manager, which is a network management system integrated using simple network management protocol.

• Underground communication facilities used as optical fiber cable in subway tunnel
It’s not just the use of underground subway sections in Seoul, but also ensures safety through consigned administration of maintenance agreements carried out by subway management professionals each year.
 
• Operation of the e-SNOC integrated network control center
Stable operation is achieved through e-SNOC’s use of e-Seoul Net’s 24 hour real-time status monitoring.
 
• e-Seoul Net Metro Ethernet Protection Switching Technology
The best network switching technology of the time, EAPS (Ethernet Automatic Protection Switching) has been applied. EAPS recoverable technology is capable of switching to a second ethernet ring within 1 second from discovering a fault.


 

Application Example and Operation Outcome

• Build sophisticated multimedia business systems
Administration system is reorganized from text based document delivery, to voice and data integrated multimedia delivery. Realtime video transmission enables urgent interdepartmental issues meetings. Citizen complaints can be processed and refined anywhere in realtime video transmission. This can be utilized in various applications such as GIS information, traffic, culture, Internet broadcasting activities in Seoul and disasters or prevention of disasters.
 
• Economic communication network installation by using subway tunnels
By using the existing Seoul subway tunnel in installing optical fiber network, 115km among the required 180km was installed with a small budget of 500 million won. Ground segments, excluding the 21km of road digging, has had a minimized cost of 29.7 billion won. This has reduced the overall investment cost, with optical fiber port facilities at 1.5 billion, to a total of 31.2 billion won.
 
• Information network costs - A reduction of about 3 billion won (as of 2002)
The usage fee of each ISP institution, and circuit ratio for administrative and emergency calls, disaster recovery system, video conferencing systems, live internet broadcasting, e-learning and so on, has been used to reduce the communication line access.

Seoul Special Operations Strategy

• Using underground section optic fiber cable routing
Seoul subway sectors used for routing of optic fiber cables. There has been economic gain by minimizing road excavation. In this way, e-Seoul net has been able to lay optical fiber cables in sections of Seoul’s subway tunnels with a total length of 180km with 115km of that fiber being obtained at a low investment of 500 million won.
 
• Ensure security of optical fiber cable and transmission equipment construction.
The security of the administrative network is secured by delivering all the information between agencies and institutions through the optical fiber network and transmission equipments installed by Seoul.
 
• Introduction of Gigabit Ethernet’s technology, Metro Ethernet.
Metro Ethernet network, compared to SDH network, has inferior technology on management, protection switching, and QOS, but as the construction cost is lower and the existing ethernet technology is used, it has advantage of easier management and operation. This is more suitable for Seoul administrative information network, which has a much higher use of IP administration data.
 
• To minimize risk of construction, overall installation was divided by three steps
By separating construction into three phases, risk is minimized. In this way, after phase 1 of the project is complete, a more advanced technology (Metro Ethernet), which is more refined than the traditional synchronous transmission network (SDH), will be introduced.
